At the Treasury (Cashier's) Window, located on the entry level of City Hall, 40 Severance Circle, Monday-Friday, 8:30 am-5:00 pm, residents may pay for and/or purchase:
- Parking tickets issued by the Police Department
- Water and sewer bills
- City income tax payments
- Municipal parking permits
- Bicycle licenses
- Vicious Dog registration
- Plastic trash bags
- Paper Kraft lawn bags
- Blue recycling bags
- Cleveland Heights gift items (mugs, key holders, etc.)
CITY OF CLEVELAND HEIGHTS CHECK RETURN POLICY
If a check is returned unpaid, your signature gives the City of Cleveland Heights permission to debit your account electronically for the original check amount plus a service fee of $25. Payment by your check constitutes acceptance of these terms. Please make sure sufficient funds are available in your checking account to avoid any complications regarding this policy.
Bicycle Licenses
The City requires license and registration for all bicycles operated within the city. Cyclists can buy their permits at the Treasury Window. They must supply the color, make, tire size and serial number of the bike. The registration fee ($2.00) may be waived by the City if, at the time of registration, the applicant brings in his/her bicycle helmet and signs a pledge agreeing to wear the helmet at all times when riding the registered bicycle. Municipal Parking Permits
Parking permits for municipal lots are sold on a quarterly basis. Parking lots with available permits for sale may be purchased during normal hours of operation (8:30 am-5:00 pm) at the cashier’s window. Permits for parking lots currently sold out, that become available after renewals, will go on sale the last business day of each quarter (i.e., March, June, September and December). The ‘’lottery’’-type sale will begin at 7:30 am. Vehicle information, such as the make, model, year and license plate number will be required at the time of purchase.
The cost for a quarterly parking permit is $100.00 per quarter. Seniors (65 years or older) pay $30.00 per quarter. Check, cash, Visa and MasterCard are acceptable forms of payment.

Vicious Dog Licenses
